denial of supervisor references?

Simona Bulwinkle: Yes, it's legal. There are no laws that require employers to provide references.If the supervisor's boss has told her she can't, then she's not going to do something that could in turn get her fired.

Raymundo Kyser: No one is ever under any obligation to provide a reference, and many companies require that all employment references go through the HR department rather than individual employees. Nothing illegal about it.
